When I am in haven, I get around 20fps. Which is, you know, okay. It's TERRIBLE when coming to FSC and Lockdown. When I am playing on Frostbite, I used fraps to tell the average FPS and I was getting no higher than 7. Ruins I usually get around 10fps. So if you guys say that I'm bad at lockdown, you're fighting someone who is virtually disabled.

--What are the absolute best ways to make your framerate go up and your screen lag to go down? Is there a program that I can download to make the FPS higher when playing? Other than Low graphics settings, are there other ways to make your computer better?

--I usually regularly run spyware and webroot to get rid of the viruses so I dont think that will be a problem.

List ANYTHING you can help me with because I am open to about anything, I need to greaten the performance of my computer so I can run games like SK faster.

By the way, SK is the only thing open when I am playing, (sometimes I have music on when I am relaxing in Haven.)

Although you said not to list this....

Lower your Quality: This is really the only way to raise the Frame-rate. If you're already running on the lowest quality, you'll need to upgrade your PC.

Any program that says "Raise your Frame-Rate/PC Performance" is either fake or just sets your CPU into Overclock (Which can give undesired results. Including trashing your PC.)

Run Gamebooster (it closes

Run Gamebooster (it closes out unnecessary software, thus freeing some system resources), Lower Resolution, use Fullscreen mode.

Put your computer on the high

Put your computer on the high performance power plan.
Turn on compatibility mode.

Do the standard computer optimization stuff:
Clean your registry with CCleaner or something
Run disk cleanup
Run disk defragmenter

You should add what your computer specs are since your hardware limits to what you can do.

Resolution can make the FPS higher? I have been playing on the highest for a while.

Oh yea.

Resolution makes a HUGE difference. Play on the lowest setting.

I can sympathize with your situation.

Along with some of the other suggestions, lowest resolution is your best bet, along with closing out unnecessary applications; otherwise you'll have to get a better computer.

It was on my old (Vista) comp that I totaled about 1400 hours on tf2 and about 1000 hours on SK:
I'd have 15-0 fps on the former (~25-0 on 2fort) and 5-25 on the latter. The only .exes running were the ones necessary for the system to run, Skype, and java. I had even closed the window explorer, meaning that I had no desktop, taskbar, etc. Any additional applications I wanted to run were done through windows task manager. And all this gave me a truly marginal increase.

I later finally upgraded to Win7, which helped that old comp manage memory better but I still had suffering fps.

In the end I bought something cheap, yet very decent for basic gaming while I could snag a better job. $500-550 should let you play most non-graphically intense games on at least low settings.

@Snarkey:

On my old laptop, I had FPS issues as well.

Keep Aliasing to minimum, turn on Compatibility Mode, turn off Particle FX, change resolution, run it on full screen.

Other than that there's not really much you can do.

I'm surprised no one brought

I'm surprised no one brought this up, but open the task manager, go to processes, right click the one that says Java(or something like that), go to the priority menu, and hit AboveNormal or something higher. RealTime might be a bad idea, because that usually slows down the mouse. You could also try something like CCleaner. It cleans up the registry, junk files, and lets you control what programs start at boot time. Hope that helps.
