i am going to get plate mail and i was wondering what a good uv that would go with it would be some help please

Anything , as long it's at least high. Med and low give such small advantage you wont notice.
Still, you dont need UVs to be good.

Normal defense UV goes well with ANY and EVERY type of armor, helmet, and shield. Normal defense UV is the universal defense UV.
You cant get any speed increase UV on armors.
Bomb are unaffected by speed reductions. They wont take slightly longer to explode. They will explode after a fixed period of time no matter what UV are on the bomb.

Assuming you are going to upgrade your plate mail into Volcanic Plate Mail, good UV would be Normal/elemental/shadow defense (piercing isnt as relevant/important as the other ones). For status UV, it is good to get a shock resistance UV, because shock and fire are considered to be 2 of the most dangerous status in the game.
Ironmight Plate Mail is also an option, but giving the amount of elemental damage and fire status in T3 (mainly FSC and gun puppies), it is better to get Volcanic Plate Mail. If you are getting an Ironmight Plate Mail, get the exact same UV as Volcanic Plate Mail.
Don't buy plate armor with a normal defense UV, the thing already has enough as it is.
Speed UVs or other defenses would help as well, I'd lean more towards piercing and shadow than elemental (Volcanic plate has elemental along with a fire resist while Ironmight only has piercing)
Before I forget, bombs don't seem to be affected much by the speed reduction, they only take slightly longer to explode.
