I'm planning to buy a new shield that's maybe 3-4 star shield.......dunno which one I should get.

What shield(s?) do you already have? where are you planning to go and what gear do you normally use?

Need more info or advice will be vague
You ultimately will want at least a shield for each damage type: Piercing, Elemental, and Shadow. Which one you cover first depends on what kind of runs you are going to be doing the most. Also, which shield you pick depends to some degree on your preferred fighting style. In general I would recommend shields that still have a Normal component, but that do not have only Normal defense.
*edit* Never plan based on 3* or 4* plan based on the 5* piece you want and then work toward that.
Well what do you want it for? Different shields have different uses; we can't tell you which one to get if we don't know how your going to use it.
