Please don't answer this, Cocosnake buys Very High to Maximum UVs on every single item he owns.
To make a ranked Top 10 we'd need some sort of point system assigned to gears. Otherwise it is just a qualitative assessment.
Here's some ideas for starters...
UV Ranking Points
Low - 2
Medium - 4
High - 8
VH/Max - 16
Weapon useful multiplier for ASI and CTR - 4x e.g. ASI or CTR on DA
Weapon useful multiplier damage - 2x, e.g. Construct or Undead on DA
Weapon useless multiplier - 0.5x e.g. Beast on DA. Or should it be a 0x multipler?
I'm reluctant to assign useful/useless multiplers to armor UVs. It is very subjective and situational. A Max Curse Vog Coat is barely useful anywhere. But what if it was crafted for UFSC? It would be useful there and shouldn't receive a reduction. Also this game greatly favors offense over defense, so defensive UVs shouldn't have the opportunity for as much weight, even if they are as difficult to acquire.
Multiple UVs can be just additive. e.g. DA with ASI VH, Medium Fiend would be 16 x 4 + 4 = 68 points.
Or should they get extra points for it being a 2/3 UV item? Maybe 2 points for 2 UV item, 4 points for 3 UV item?
So that DA would become 70 points since it has 2 UVs.
Gear Points
Each 4/5* item that is at the end of its line is worth 4 points. e.g. Winmillion and Vog Cub Coat
Each 1-3* item that is at the end of its line is worth 1 point. e.g. Blizzbreaker Helm, Swiftstrike, Firecracker
Duplicate items are counted once. They each still receive points for their UVs though, unless all the UVs are duplicates.
Can only count 100 Firecrackers each with CTR Low once, worth 1 + 2x4 points.
Or, for example, I have 4 Volcanic Demo Helms. Three of them have unique UVs, one is clean (my first demo helm...) I'd only get 4 points + the UV points for each.
Why the end of the line and why no 0*? This is a count of the best gear, not the best costumes. There are other threads that cover that. Might have a sweet Dusker Coat with wings, a parrying blade and an aura... but it is clearly a costume.
I thought it might make sense to exclude all the items you get for free from missions. But why bother, everyone is going to have them so might as well count them. /me shrugs.
Complete Sets
All final form swords +16 points
All final form guns +16 points
All final form bombs +16 points
All final form weapons +64 points
All final form helms +16 points
All final form armors +16 points
All final form shields +16 points
All final form defense +64 points
So if you have all the weapons that would be 64 + 16 + 16 + 16 = 112 points. I think this will help balance completionist vs UVs. Probably still heavily favoring people with good UVs. Do these amounts need to be increased?
I think that all sets may exclude promotional or purchase-exclusive items like the Static Flash and War Hammer.

Its a good bit outdated now, I've crafted quite a few more weapons. I doubt I'm the best anyway. In fact, being F2P, I know I'm not the best.
And I like you're scoring system, culture. It'd be nice to have a program to do it for us.
The better your UVs are, the less skill you have.
Let me rephrase that: The better your UVs are, the less skill you NEED, and the more effort/money you've put into the game.
If a player makes an attempt to buy CTR/ASI very high UVs on every single weapon he owns, then he obviously can't play successfully with weapon module trinkets (because he needs heart pendants to survive).
Or he wants to use DMG trinkets or use several weapon types at the same time ?
Metagenic, you're using a logical fallacy in your argument by suggesting that there's a correlation between player-skill and UV abilities.

A simple explanation for buying VH UVs could be simply that they are striving to be the "best", in other words elitist. But then again, aren't we all striving to become "better" in some way (be it skill, UVs, looks, etc.)?
Simply put, there is no argument for lack of skill in gain of stats, that's just a false conclusion you came up with.
Many examples can be put forth of skilled players with "godly" UVs, such as Magnus or Strudul for instance.

Yes. Many good and skilled players have Snarby, wolver, gunner, and bomber gear... But the truly skilled ones can live, survive, and thrive without such things.
Its all in the way they move, the decisions they make, that's what makes them skilled. Anyone can pick up Skolver, BTS, ASI trinkets, DA, GF, and FF; and have a easy time.
Not everyone can wear Radiant Silvermail, Chaos Cowl, Swiftstrike, CTR trinkets, Cutter, Winmillion, Volcanic Pepperbox, and ISB; and do well with it, Let alone live to tell the tale.

i see a lot of people using that especially in PUGs, i don't see what's wrong with your list aside from winmillion and ISB.
radiant silvermail is the best armor for gloaming wildwoods shadow lair, cutter line is awesomesauce vs vanaduke, i've seen tons of gunners with swiftstrike, swordies with ctr trinkets roaming around PUGs for KoA, Volcanic Pepperbox CREAMS JK and RT with dat smexy charged attack.

You can't really say "the best" I suppose... although its safe to say it isn't me! The most logical explanation is the player who has a wide variety of items. Which most likely the title of being best geared belongs to someone who started playing during beta and is till active....
