I'm quite new to this game, having only logged 17 hours. I was wondering what are good weapons and gear for someone who likes to attack fast, but hit heavy. Can anybody give suggestions?

Fast and Heavy do not usually

Fast and Heavy do not usually come together. For instance, there are heavy but slow swords like the Divine Avenger, Gran Faust, and Troika lines and there are fast weaker swords like cutters and flourishes, as well as medium speed swords like the Brandish lines and Calibur lines.

Play around with all of them.

Play around with all of them. 2 star weapons are relatively cheap. I personally prefer the flourish and brandish lines.

Ok

Well, I commonly use the Troika and Flourish (Snarby) lines.
At other times I use a Nightblade.

So, you have a normal damage

So, you have a normal damage Troika, piercing Snarble barb line weapon, and a shadow damage Nightblade. It sounds like you need an elemental sword. There are not any 2* elemental swords that are upgradable, so you could either make a hot edge or shock edge to try out the mechanics, or make a 2*brandish and upgrade it to 3*, most likely to a fireburst or iceburst unless you play a lot of PvP.

.

If you want to "attack fast but hit heavy" a Brandish line is the way to go (ASI = Attack Speed Increase, DMG = Damage Bonus):

Vog Set (Sword ASI VH)
Barbarous Thorn Shield (Sword DMG Med)
2x Elite Slash Modules (Sword DMG VH)
Total: ASI VH, DMG Max

Elemental Brandish (Combuster, Voltedge, or Glacius)
Shadow Brandish (Acheron)
Piercing Sword (Barbarous Thorn Blade or Final Flourish)
Elemental Handgun (Argent Peacemaker, Polaris, Any of the Elemental Alchemers)

Alternative armor:

Skolver or Snarbolax Sets (Sword DMG VH)
Barbarous Thorn Shield (Sword DMG Med)
2x Elite Quick Strike Modules (Sword ASI VH)
Total: ASI VH, DMG Max

Swiftstrike Buckler is a good option too, which sacrifices defense (can't shield much at all in T3) for ASI High to both swords and guns. Perfect for T1/2, but needs some skill, practice, and/or experience for T3.

Even with ASI Maximum the Troika lines are still quite slow.
