i want to now the best shield for a bomber as a shield for all situations i guess its a plate shield but which one should i take?

There is no best shield for all situations in T3.
There is no best shield for all situations in T3. However, any of the plate shields would be OK for T2 and a tank in T1.
For T3 you are going to want to at least cover the 3 damage types (Elemental, Piercing, & Shadow). A good start would be: Grey Owlite Shield, Royal Jelly Shield, & Dread Skelly Shield. These three have the highest amount of Elemental, Piercing, & Shadow respectively.

ty for that but i wanted only one shield cuz i dont have money to craft 3 diferent shields to 5 i never made a 5 star iten yet! i will have to stay on t2 for a long time

Go for either an Owlite
Go for either an Owlite shield (protection from gun puppies) or a Thorn Shield (protection from Polyps and a boost to a side-arm if you carry one).
4* is probably plenty.
Rather than trying to find the perfect shield for everything, just make the one that defends against the enemies you hate/fight the most.
Plate shileds are good for example but have no defenese against T3 turrets wich deal pure shadow/elemental damage.
