No real practical reason, I believe.
Normal damage is extremely prevalent. Forgoing it feels like a bad idea imo.

RSM is the better choice if

RSM is the better choice if you want an allround armor, as wearing a Normal/Elemental results in covering all damage types.
Also, RSM has higher Shadow defence than Deadshot and not everyone can make use of Deadshot's gun bonus.

Well, judging by its defense

Well, judging by its defense and bonus, it seems the place it would preform best is Shadow Lair Snarby. It has a ton of Undead (shadow and bonus), some wolvers (piercing), and almost everything does poison (resistance)

edit: oops, looks like metagenic beat me to this ><

As Divisor says

if you want one set of armour for everything, you can pair this with a normal/ele helm for a bit of all four damage resistances.

In practice, this actually leaves you with mediocre defence against everything. Up to you to decide if you can work with that. Another downside is that if you're going that route, you'd likely still be better off going with Divine Veil + Skolver Coat (sword-users)/Justifier Jacket (gunners).
