I'm also thinking about crafting a full Cobalt set as well, and I'm not sure what shield I should get? (Thinking about Defender, but it doesn't seem uber useful with elements)

I started with the Cobalt stuff because it was available, but as soon as I had access to Basil in tier 2, I looked for gear that was more fitting for what I liked to do. In particular, you're going to want elemental defense from your armor, helmet, and shield and that is not offered by the Cobalt set. Typically the toughest enemies deal at least some elemental damage.
I enjoy being a bomber, so I bough the Spiral Demo suit and helm recipes (and then the upgrade recipes). I also bought some bomb recipes and a quick sword to use to finish off bomb-damaged enemies (cutter/striker series).
If you prefer being a heavy sword user, you'll want to look for Wolver/Dusker recipes and a good sword or two. If you like guns, look for the gunslinger sash and some alchemers. If you want to be a balanced user or different weapons, consider a mix-and-match approach to give yourself more boosts (you can use costume armor so you don't look mismatched).
The brandish is a nice sword, the main difference that you want to look at is actually speed-- some people don't work well with quickness. Colbat armor is decent for a starter armor, but Icee has the right ideas about armor, Dusker and Gunslinger are gret combos to use. Gunwise, if you don't mind having to stand still while shooting, then I recommend the Pepperbox! Fire is always great, and the Pepperbox (upgrade of the autogun) can set things on fire.
If you can find it from Basil, it's worth grabbing the recipe for the Owlite shield, definitely, and either Wolver or Magic armor and hat (unless you're sure you want to go Gunslinger or Bomber. Gunslinger you can't get until T2, it's a 3* recipe, but you can get demo suits and helmets for bombing.)
Owlite is -the- most popular shield, Wolver the most popular armor for swords. Magic is a good set for people that switch weapons around a lot and dislike being set on fire. You will probably at least end up trying these things out, and the Cobalt set is pretty mediocre, you probably won't upgrade it.
However, the Cobalt set is always available. If you don't find the recipes at Basil, don't wait, getting to T2 will get you access to much better Terminal recipes! When you have enough crowns to buy three or four recipes, and you haven't found anything you like, then go see Kozma for a Cobalt set and get on to T2 where the crown and material drops are better!
Brandish is fine, but won't take you into T3, if that matters to you. It'll do great in T2 though, especially if upgraded.
Personally, I prefer heavy blades so I'm sticking with Calibur, so I don't really know the cutter line well, but if we check the Wiki...

This page shows that the Cutter can be upgraded to a Dread Venom Striker or a Wild Hunting Blade. Dread Venom Striker is poisonous, and Wild Hunting Blade has a big bonus vs beasts.

There really aren't that many options at the 5* level. I wish there was as much variety of attack styles and specials at the 5* level as there is at the 1* level, but unfortunately, there's only a few choices.
And don't worry too much about 2* equipment. It's relatively cheap, and gets you into a tier that pays better so that you can afford what you really want.
I find heavy weapons all right, although troublesome when trying to exit from the third/second hit and using shield, it's a bit too slow. Although I'm also afraid of super fast combos because the description doesn't say anything about stunning or pushing enemies, so it might be troublesome to attack enemies just to push them back.
I dig the way the elemental cloaks/armor look, but as far as wearing them as normal armor or just as costume over a normal armor I don't know what to do.
Any suggestions on that? I don't really have anything I like to do more than something else.
You shouldn't worry too much about tier 2 gear, you'll be over them in a bit, I initially got those:
