I just thought about this, but what's the hype over CTR Very High? I ask this, while thinking in the system of Low-1, Med-2, High-3, Very High-4, Max-5
You get CTR Med automatically on a weapon through heat. This means that a weapon with high CTR will reach Max anyways. If I'm wrong, I'll graveyard this thread as soon as I can return to the forums.

You are wrong.
The system is:

  • Low-1
  • Med-2
  • High-3
  • Very High-4
  • Ultra-5
  • Max-6
  • So in order to achieve max, without external boosts, you have to have a very high uv on a weapon.
    You cannot get an ultra uv, however. It, like max, are not available in uv form for weapons.
    However, max is available for armors. Ultra and very high do not exist for them though.

    What you described is the tiers for helmets, armors, and shields (Yes, weapons have different tiers than armors and such). Sorta, except that very high doesn't exist for them. (Edited to add this in)

    As far as I know, on armors, max = 4, because there is neither very high nor ultra.

    But yes, you need V.H + lvl 10 heat on your weapon to reach CTR Max. That or use CTR trinkets.

    Having better charge time

    Having better charge time reduction means getting to spam more kamehamehas with your sword/gun/bomb in ten seconds... I think. :D
