Actually, the Recipe for the Ascended Calibur is received as a reward upon completion of Mission 6-2(3): Sewer Stash. The Tempered Calibur Recipe is rewarded upon the completion of Mission 5-2(3): Rise or Fall. Once you complete Rise or Fall, you'll be awarded a Bound Tempered Calibur Recipe for free. You may then Learn it and Craft one provided you have the required resources including Crowns, Materials, Energy, and a Calibur Sword.

You can get the RECIPE as a reward on Mission 6-2: Sewer Stash.
However, you'll have to craft it yourself.
