What about for a usuable item(Like Eyes or color), Spiral Knights can choose an ability(For example, Seeking bullets, another swing on a sword, Bigger bomb radius et cetera

For it to work, all bonuses should be equal. Double bullets totally duplicates damages on guns. An extra swing on swords is just a little boost(wich may not always be used if you cant combo).

well,
The 2nd round could be slightly weaker and the extra swing would act like a 4th swing on a 3 hit sword so the damage could get bigger with each hit e.g. 1st hit, 50 damage, 2nd hit 75 damage, 3rd hit, 100 damage, 4th hit 125 damage or something along those lines. The 2nd bomb could be slightly smaller and weaker.

On 3-hit swords, the first and second hit do the same amount of damage. Your argument is invalid.
Imagine I'm using a Big Angry Bomb. It sends my enemies flying away from me after it detonates. Now, there's a smaller, weaker bomb sitting in the spot from which my enemies were just sent flying. Makes a whole lot of sense.
Now imagine I'm using a Shivermist Buster. It freezes my enemies in place, and only damages them if they're within one square of where I placed it. Now, there's a weaker, smaller bomb sitting there whose damage radius is virtually nonexistent. Sure, it might have the effect of making the freeze last longer, but the smaller radius makes it basically useless.
Now imagine I'm using a vortex-style bomb. It sends my enemies flying away from me a few seconds after detonation. At this point in time, the smaller, weaker bomb will have begun its own vortex, but it would be rendered useless by the force of the original bomb's finishing blast. Makes a whole lot of sense.
