I think that he is a part of the Crimson Order. He has a title (like Seerus). He acts like he could be a part of it.

Possible Reasons for Being at The Surface

Maybe the artifact from introductory mission could be very important to the Gremlins. It could possibly be something like a Sector Generator. By Sector Generator I mean a power source that powers a specific section of the clockwork. It could be put into some slot or something and channel the core's energy. So if the artifact goes missing, a sector of the clockwork would have no energy wired to it. Maybe the artifact went missing and The Crimson Order(or Tinkinzar) put Razwog on the mission to find it. When he meets you he might think you stole and doesn't realize you are trying to turn the power back on as well.

I think the reason he's on

I think the reason he's on the surface is because his parents yelled at him for his "punk" lifestyle so he ran away from home shouting "[forget] the system!" at his Gremlin mum and pop. Then he ran to the surface to grab the Aritfact, so that he can use it to fuel his anarchist needs.

Actually, you press a party

Actually, you press a party button that shocks him, he then proceed to threaten to kill you with his robot pod thing. You kill the thing, and then shock him again. He then tells you not to take the artifact, the same one that spawns right in front of you with no kind of security behind it (aside form the thing you just killed)

Actually first you blow up his Xbox 360, which makes him mad. He summons his giant robot or something. We defeat his giant robot or something and proceed to blow up his computer in the middle of a multiplayer deathmatch in CoD before he could get the last kill. He gets even angrier, and his robo-trashbin lands at our feet. We take it and GTFO of there.
