No... All shadow lairs are
No... All shadow lairs are tier 3. Many consider shadow lairs to be harder that Tier 3.
You might be a long ways away before you can even start planning for a shadow gate.

Nope, all the shadow lairs are T3. You can go with 3* to get a better challenge but it's not recommended.

Also dont forget, you have T1- T3 of the SL gates themselves, and you have to do them in "copied tier order"
so SLs are all T3 and then they are classified as their own "Special" teirs in-game, though by the time you finish them you never consider it like that.
