I currently have a Solid Cobalt armor.
However, I deserve better. I need an armor that will do well almost anywhere.

best all around 3* armor? or are you looking for a 3* set?
if you are using 3* armor, then you are farming T2 a lot. in T2, everything does some normal damage. So the "best" all round armor would be Boosted Plate Mail.
If you are looking for a set, then it would be Brute Jelly Mail + Elemental Hood or Elemental Cloak + Brute Jelly Helmet. This combination offers the best defensive stats and protection against the 2 T2 bosses. It also offers Fire, Shock Stun and Sleep resistance, which can be helpful when farming those bosses.
If you are looking for an Offensive set, then Dusker/Gunslinger + Fused Demo is the way to go. Offers 3 dmg protections but only 1 status protection (freeze, which is pretty useless in T2)
Are you focused on Tier-2 Lockdown? If so, then you want 3-star armor, and I can't help you.
But if you're asking about 3-star armor because you're working up to 5-star armor, then I have some emphatic advice: Select the 5-star armor you want, and then figure out which 3-star armor gets you there. Everything ends up at 5 stars, and you don't want to sink resources into an item, only to find out that its terminal version is not what you wanted.
As the other posters have said: In Tier 3, even the strongest armor lets through tons of damage. So you can't count on armor for defense; you have to shield and dodge. So the conventional wisdom is to forgo purely defensive armors, and get slightly less defensive armors that give you offensive bonuses.
My personal opinion would be to go with armour that does/eventually gives you bonus's towards whatever your preferred play style is (demo,wolver,gunslinger etc.) and just focus on dodging, because the best defense is usually to not get hit in the first place.
If you must though, it really depends on what enemies give you the most trouble. (Though I wouldnt recommend piercing, as beasts are completely pathetic now and the only jelly that I ever worry about are giant lichens and oilers, sometimes quicksilvers)
