If I send a complaint because someone scammed 500 energy from me will I ever be getting it back?

IMHO...
Just /ignore him.
If you are the party leader and it's just you and him in it, then refuse to stand on party buttons etc.
OK, seriously, it would be a good idea to report him. Still, for next time someone says they'll pay you back, then go ahead and throw something at them.

Depends on how you were scammed
The way the trade system is set up is to prevent being scammed. You have to knowingly give someone your CE, or Crowns, with the risk that you will not be paid back. They didn't hack your account, they asked for CE and you gave it to them. Yes, perhaps the agreement was in place for you to be paid back, however the likelihood is slim.
Moral of the story: Don't lend people CE or Cr unless you know them in game well enough to be assured you are being paid back.
Best of luck in getting back your CE, however i feel it is unlikely.
Well, if you sent the person's in game name and they find him guilty, yeah and he may get a ban.
