Where does it say they're updating the game? The mail I received said their billing service was getting a database upgrade or something, which has nothing to do with updating game content...

They usually update on Thursdays, but not ALL th Thursdays.

Huh.
Actually they update on Wednesdays, see the announcements section. Most patches happen on wednesdays (May 16, May 9, April 25, April 18, and so on. Some are followed by a bugfix patch the day after.) I was hoping for a patch yesterday...
But, good news, the Billing system being down might mean they're working on tradable OCH copies outside of Steam.

I vote next week.
No CE promo with billing database down. I also vote for next week, let this die until Tuesday.
I wouldn't want to release anything too major prior to a holiday weekend, developers don't want to be writing code from the beach.
