Weapons:
TSB / Hammer (TSB is probably the safer option but hammer is very powerful)
3* shock or stun bombs (either will shut down strikers and make your opponents very vulnerable)
Super Blast Bomb or Sun Shards (I find blast to be more reliable personally. deadly if you can keep up the spam. not unusual to single-handedly defend a cp against the entire opposing team only using sbb if u play your cards right)
Kilowat pulsar (area denial, shock, knockback and nice to troll with)/ Antigua (great for interruption and keeping your opponents helpless)
if you don't like bombing feel free to throw in an extra sword or gun instead. fast swords like the brandishes are perfectly reasonable and despite the asi penalty, heavy swords are fine too. seems a shame to not make use of the awesome CTR though
Armor:
either full dusker for the sword damage and pierce defense or quicksilver mail with a 3* Seerus mask for massive shock resist and some fire resist with some defense against both piercing and elemental (though both still hurt).
Trinkets:
2 trihearts, reasons are obvious I think. status trinkets don't really do a great deal.
Shadowtech Alchemer mkII (with CTR VH if at all possible)
Gunslinger set.
Stay far away enough from the enemy for them not to get pinged. Uncloak, charge, hit them, cloak and repeat.
Also, try packing a Magnus, Sun Shards and/or Kilowatt Pulsar, ideally.
Possibly, use a Catalyzer - cover with charge shots and then proceed to blow them to pieces, but, having owned and experimented with a Catalyzer, it doesn't actually do much DPS.
I don't really play t2 so I can't comment too much about t2 loadouts, but I really can't agree with Catalyzer.
I use all weapon types with focus on guns (because guns give Recon the most mobility and unpredictability). I've really tried to make Biohazard and Neutralizer work in lockdown, and there is just no consistent way to use Catalyzers other than misc. cover fire (regular shots), unless you freeze your opponent. I've even tried Electron Vortex+ Biohazard. It's just not reliable.

My main t3 loadout, bumped down to 3* for t2, is made of:
- Sealed Sword - for general damage use. You can replace this with any sword, but a brandish might work just as well.
- Voltech Alchemer MK II - for stopping the annoying strikers/guardians.
- Electron Charge (vs striker-heavy teams), or some mist bomb (haze/lightning capacitor) for holding points
- Super Blaster - for use when deathmark happens and you can't use sword.
I'd go more into my strategy/thought behind it, but just know that sword-based recons generally can't use deathmark unless there's a distraction, so you usually want to pick a weapon that bypasses your opponent's defense. Gun-based recons tend to be able to use deathmark better, since the range gives you more movement space before your target gets in range to attack you.
I don't play much T3 as well, but I would suggest...
1) A Flourish or Snarble Barb. It's incredibly easy to shield cancel with both, allow you to easily walk in cloak, swipe once, cloak again to cancel the animation, and then walk away while they start panicking.
2) Hammer assassinations work well if you have the OCH stuff. I personally don't, but quick hammer dashes + cloak can really throw some people off
3) Freezing Vaporizer MKII or Lightning Capacitor. You'll have CTR Max with recon (and if the bomb is lvl 10), so you can easily spam them. It will screw over any swordsman that wants to get onto your point and/or kill you in general.
Not the freezing vapourizer, because most swordies (clones) have Freeze resistance.
Another thing to add is the RSS - massive range and damage, with CTR max, you can just about walk all over them (absurdly short charge time, just about no fuse time (compared to other bombs) and also, when charging, no movement speed penalty). Also good to drop when toothpickers come searching - they pay no attention at all to the Crystal Bombs, and so walk over them and get shot in the back.
