Is there any way to turn off auto aim completely , without having to hold still to Shift key for it to be disabled ?

yes at the bottom of comands

yes at the bottom of comands is a box for it.

You can also reverse it,

You can also reverse it, where it's disabled normally, and holding Shift enables it. Personally, I find that to be more useful, as I tend to encounter more situations where having auto-target off is more useful than having it on.

Hit esc by default
Go to the controls tab in the window that pops up
Scroll to the very bottom. There should be a box that says "Auto Target"
Uncheck said box -> Now Auto target is off

As well as that...

Say you want to switch auto-target between small areas, but can't go to the menu every single time.
I think, by default, Caps Lock is a toggle, and Shift is a hold-toggle. IE, press Caps Lock to turn it on/off, and hold Shift to temporarily turn it on/off.
Does that help?

Toggle is in options. Temporary toggle is whatever key you assign it. (Lshift by default)
