Depends on LAG and dodging skill.
IMO, you should upgrade this one first:
-Armour if you suffer from LAG.
-Weapon if you don't suffer from LAG and you can dodge like a boss.
-Shield if you can't dodge and don't suffer from LAG.
In other words...

It utterly depends on your current equipment, future plans, and goals. For the most part, I do pretty well with 4* gear, so my somewhat contrarian advice is to only make the 5* versions of gear if they become truly unique and special when upgraded. (for example, the divine veil is quite different from the 4* miracle hood precursor) It's a waste of money to upgrade every item you own without considering the benefits.
Have you tried a 5* status effect bomb yet? The Shivermist buster is a popular crowd control bomb whose 5* version gains an incredible effect radius- whereas some weapons and armor barely change, bombs improve dramatically with each upgrade.
Under select circumstances, 5* shields can also be worth the money. But if you have to choose between two 4* shields or upgrading to 5*, spend the money on a diverse collection of shields with different damage resistances. You'll be better prepared for different enemies that way.
