From wiki, I know it's Basil who sells it but I couldn't find the place. I search the list but it looks like Twisted Targe is missing...

Go to terminal(Fight though above lvs unless there is a party there).
Check if he does. If not, rinse and repeat. Basil's stock is randomised.
He only has it in t2 and in any terminal, you must had join two depths minimum before it as he will be out of stock for you.
His mission lobby version doesn't have that gear.
