It's fine everywhere else in game, but as soon as I start the fight against Jelly King, 5 seconds in I get 40-120 second lag spikes. My screen doesn't freeze, just everything else does.

Must be ping drop then, My graphics card has had harder challanges then this and runs perfectly. I doesnt do it all the time just the odd once or twice.
Your screenshot shows your connectivity bars down in the yellow, and if you're mid-spike in it, it probably dipped much lower.
So, yeah, connection issue on your part.
I'm having similar troubles (still). I did the ping checker that the wiki has, and it says my ping is fine, though. And I'm seeing everyone else move fine, it's just the game doesn't like to move me around normally.
Kgummy, yours sounds like a server de-synch, wherein you can see what's going on, but not actively update your own actions with the server. This is a more irritating form of connection issue, and is usually the result of a ping drop.

Sounds like your connection cannot handle so many things happening at one time. Or your graphics card cannot handle it, but what you describe sounds more like ping drop than frame skip.
