Who built the Arenas?

Gremlins built the Clockworks, some other levels are parts of planets, and so on.

But where do the Arenas come from?

I always wondered.

They look like they're a part of the Scarlet Fortress, so whoever built that is probably responsible for the arenas.

Did the Gremlins build the clockworks? I thought that was still just one theory. I thought all kinds of things kept saying that the scale of it seemed beyond them.

My guess is the Romans built the Arenas, as a trial test for the Coliseums.

Sadomasochists built the arenas, obviously.

Either that, or they were King Krogmo's first attempt to make prime-time television for Devilites off-duty.
