When you join at the level before Basil or at Basil, you haven't been in the party long enough.
You need to be at least two levels before basil to be able to buy his recipes.
For example, if you join at D22, no basil. If you join at D21, yes basil.
This applies to T1 and T2 as well.

Why is this in general section? There is nothing to discuss here, just one simple answer that solves the problem. Why its not in the New Recruits where "questions about game" should be posted?

Rangerwillx answered your question. If you do not start early enough in the clockworks, Basil will list all recipes at 0. This is because people used to park someone at Basil when he had good recipes, and just pop in endlessly buying. So now you need to have played an entire level at least before you meet basil. So if Basil is at D23, you need to have entered D22 at the elevator. Which means basically you got on the elevator at D21. So, to sum up: enter at D21 or earlier. That is T3. For T1 and T2, once again you need to enter two levels before Basil.
And I agree with Rangerwillx: what do you mean by tried? You tried, but died before you got to him? Or what? But if you really did start at emberlight, and got all the way to basil in one run without leaving, then I have no idea why it came up Zero. That, probably a bug.
People can't buy him out before you! Everyone in your party sees the exact same recipes, and everyone has the chance to buy one.
