This is only a simple question, but if you bring a shield with an ability into lockdown does the ability still apply? (For example, will a bristling buckler still give a sword attack bonus?)

Nope, the all the resources you put in crafting your shield are entirely wasted in Lockdown.
Your shield might even be counterproductive by placing you into a higher Lockdown tier than you intended to play.
The class replaces your shield slot, so no.
