Nope.
When a gate you have cleared goes offline, and the new gates come online, the stars will disappear. It's 200 CR, so it's not exactly breaking the bank. Certainly not worth the time it takes to run from Haven to Moorcraft, I think.

Worth it?
It's worth it if it's the jelly king gate! A player might run the same jelly king gate a dozen times, and that'd be 2400 crowns in the end. Other gates, well, it depends on how much you think you'll be running them. If there's a gate with 2-3 arenas in T2 and a question-mark level or two, I'll certainly run T1 on that.
You have to have run completely through Tier 1 via that gate starting at D1 down to Moorcroft Manor. Note that once you unlock T2 via *any* gate, you can travel to Moorcroft Manor via any other gate, but unless you've got that star for T2 on a gate, it'll cost you 200cr in addition to the energy.
