There have been countless threads on this topic. You might want to search for them.

The main issue is that Winmillion doesn't have a 5-star version, so we have to compare this 4-star sword to 5-star swords, and unsurprisingly it doesn't come out of the comparison very well. The fact that it's normal damage doesn't help either.

I need to get my brother on this thread. He has it, and uses it often. As far as I can tell, it has the draw back of causing things to dodge your slashes. (Or in the case of mecha knights, they shield.) It can be handy sometimes, but I think he prefers it for T2.

Despite Winmillion's cool name, its damage is just not that great, due to the combination of normal damage/4* maximum.
Causing bullets at every slash is also not something you're going to want in deeper tiers,
since numerous monsters have bullet reactions when you go deeper (Gremlins, Beasts, Mecha Knights, Devilites).

Get a Barbarous Thorn Blade if you want something with a ranged and melee ability.
It has hologram Snarbolaxes, obscene speed and a ton of piercing damage.
The ranged spikes come on the charge only, so they're controllable,
not to mention good for playing Hide-and-Seek with Recons in Lockdown.
Hey, you can even pretend to be Harry Potter if you switch out an elemental Brandish for it!

What's not to like?... unless you're a hipstr.
