Is it a bannable offense to call somebody a noob ? Is it considered an insult ?

It's a stupid thing to say, but no. Calling someone a noob just makes you look like a jerk. Don't say it and you don't have to worry.

Well anyway my friend just got banned for calling an irritating player, and I quote " a massive noob ". And also, why is the word "gay" censored in-game ? Is it also considered as an insult ?

The word "gay" isn't an offensive word, unless used in such a way. Unfortunately, people use it for the latter, and it ends up with hurt feelings.

I'm just saying, I understand why insults and swear words are censored but as gay is neither I was wondering.

When this came up years ago

When this came up years ago in the forums for Y!PP (another OOO game), I recall it being mentioned that:
a) OOO- which is headquartered in San Francisco- has absolutely no problem with people being gay, and probably has gay employees who are quite welcome. But,
b) Sadly, gay is *used* in a perjorative connotation far too often in online discussions, and they decided to filter it to avoid these circumstances, though the lack of granularity bothered them.
c) So long as you observed the same rules of decorum as straight people ("don't narrate your favorite porno on a ship full of strangers"), gays and lesbians were perfectly welcome to discuss their personal lives within the game.

As for your friend being banned for name calling... there's likely a bit more to the story, but the usual advice is to contact support if he has questions.
