The reason I ask is because for me (Vanguard) it goes 24-25-26, but I've seen friends start at 19.

Well, the prestige missions
Well, the prestige missions turn from tier 1 to ier 2 once you obtain tier 2 with the missions. That should apply the same fro tier 2 to tier 3. If a tier 3 mission player joins a party of tier 2 mission players, it turns into tier 3 (not sure if it applies if you join after the lobby). Because of logic that dictates tier 2 is easier than tier 3, yes, it is easier for lower players.
Some players start at Depth 19, for some reasons it might be either lower rank or equipment based (4*).
