Striker is at depth 13.
The Striker is a 3* recipe, so it cannot be found on floor 4, only on 13. (The cutter, which you need to make a striker, can be found on 4.)

Slight Issue

You can't find non-basic recipes on floor 8, as Kozma only sells standard equipment recipes.
The recipes have a chance at appearing on terminal floors. These are at floor 4, floor 8, floor 13, and floor 23.
Each floor only has a certain range of recipes, you will not find a 5* recipe on floor 4.
Striker: Floor 4 / 13
Vile Striker: Floor 13 / 23
Dread Venom: Floor 23
