Actually, any monster can finish you off in at most 4-5 hits even with a regular vitapod (pendants may buy you 1-2 extra hits).
The point is avoiding them.
But are you using 5* armor? I swear my mad bomber resists more than that (if fire doesnt trigger :P)

Yes, that is correct. Tier 3 focuses on not getting hit overall. Even with optimal armor you'll die in 4-5 hits as said above.
It's to punish people who try to buy their way through the game. If you use $$ to speed from Proto to 5*, you'll still find yourself WAY over your head in tier 3. Work your way to tier 3, and you actually get... well.. good at the game. Enough so it doesn't feel like running into a brick wall (more like running into a chain-link fence. Painful, but manageable).
