If my facts are correct, Rubyeclipse has almost 40k, which would take about a week and a half to get the 5k for the Vanguard badge, so mid to late July would be more accurate.

Just passed 30k on Friday. I know I've missed out on about 10k worth of prestige due to weapon tributes. There are people with over 40k IMO. Soon, soon.

That's a different Badge for OOO only. the 45k one is different.
I saw Ruby like a week ago and he had something like 38k. Now with Legion or Almire, I think it would be very possible to get 45k by end of July, early August.
No one because it is impossible. Even if someone did Prestige missions every day they wouldn't have 45,000 Prestige until November, roughly. The addition of the new prestige mission may bump that up sooner, but at this time it is not possible.
