I doubt they hate them, as Valve games with in-game stores (Team Fortress 2, Dota 2) have various items priced at $0.99, and I believe there's a few priced at $0.49 as well.

Yes they have games and content for $.49 and such but you have to add funds to steam wallet, which the lowest amount is $10. But you can buy an elevatorpass or ce packs over $5 without having to add funds to steam wallet

If you are adding funds through the game it shows up price of elevator pass or $10, so unless you buy a lot of steam games it only shows $10
