Heck, I encounter so many Latino teams that Spanish has become sort of like a second language to me (I still suck at it, but it actually has brushed up my language skills and vocabulary).
Perhaps it's just that black players do not feel like screaming:
"HELLO FELLOW PLAYERS. I AM BLACK. I AM GOING TO PLAY SPIRAL KNIGHTS WITH YOU. WHILE BEING BLACK. OR HISPANIC. OR ARAB (or generally from the Middle-East). OR ESKIMO. WOULD YOU LIKE TO COMMENT ON MY ETHNICITY?"
Could be. Perhaps you just need to ask around.
(In a more serious answer, some other parts of the globe likely do not get service due to there simply not being any servers located there.)
