Skolver or Vog, good question.

If you really wanna do T3 lockdown without getting utterly destroyed by toothpicks, then Skolver is a good choice, but for Firestorm Citadel, Vog is a 100% preferred choice because it has a huge fire and elemental resist to boot, and it increases your sword attack speed, so a divine avenger goes from as slow as a turtle to speedy gonzales with Vog.

TL;DR version: Skolver for lockdown, Vog for Firestorm Citadel.
