I've got two questions...
1) Are multiple accounts allowed? If so, I could just make an alt and spam flourish crafting.
2) Are multiple purhcases allowed? What I mean by this is, I want to create a second account and buy a Guardians Pack and transfer the goodies to my original account because of the limit of ONE pack per customer, since I already got one on my main account.
I dont want OOO to ban me for a mistake I didnt know.

Technically multiple accounts are allowed, which is part of the reason 2*- items are so cheap. All you need is some alternates and you can use mist. The difference is you can have a paid and non-premium account only on the same computer using different mist tanks.
Since you are purchasing multiple times, yes; however, if it is not transferable then it may not be traded back to your primary account. The reason the recent energy pack only allows one purchase at a time is to prevent a giant influx of its contents from people who like to buy derpbillion of the fancy new pack full of goodies.
