This seems like a perfect occasion to clarify a few things about complaints:

The number of complaints does not matter at all, it's only what's in that complaint that counts. Each complaint that is sent in is reviewed by a Game Master. If the complaint shows someone breaking the rules, appropriate* disciplinary action is taken and if the one who was complained didn't do anything wrong, the complaint will simply be ignored. There is absolutely no use in making others "complain-spam" someone and there's also nothing to be afraid of if you haven't done anything wrong. People can complain you a hundred times - if you didn't break the rules the complaints won't have any effect at all. On the contrary, actually: Someone abusing the support system by spamming complaints may actually face disciplinary action if he goes overboard.
Don't be afraid of someone threatening to report you. If you haven't done anything wrong, his complaints will just poof.

*What kind of action is taken in case of a rule violation also depends on the nature of the issue and the account's support history. Certain things will get you banned right away, like scamming other players, trying to steal accounts or exploiting certain bugs for example. Other things may "only" result in a warning or temporary suspension. Past rule violations are also taken into account here. Someone who hasn't caused any trouble in the past will very likely get away with a simple warning when he insults someone else and circumvents the chat filter while doing so, while someone who has already done this quite a few times in the past and has been warned about that, may face a longer timeout or even a permanent ban.
