Reboot: When you turn off a computer and then turn it back on.
If not the hardware itself, at least the software running on it.
It is the answer to the Jeopardy question "When SK is offline this is happening".
It's basically the standard daily maintenance, as far as I can tell. It takes place to prevent issues from occurring during the rest of the day; I remember one game that cycled two servers on a weekly basis, and the lag was absolutely terrible. As for why it happens at 13:00 GMT/BST, I honestly could not say. Probably that's just a convenient time for them to do it.
It happens every day at 5:00 AM game time, which I guess is noon in GMT. The servers seem to need regular rebooting, perhaps due to some memory leak in the software? That's just speculation.
Interestingly, there was no reboot this morning (just 12 minutes ago), for the first time that I can remember. I guess it's because of the huge outage yesterday.
