Is it worth to buy as my first 3-star weapon?

The 5* version costs 300 Krogmo coins to buy. If you can tough it through the first 50 coins, and think you can get the other 250, go ahead.
I personally prefer fireburst if I had to choose between fireburst and iceburst, for the increased damage output in general.

Even in FSC, I'd recommend Combuster over Glacius, although Glacius is also fine. This has been discussed to death, in every thread about the Brandishes and in my much-spammed sword guide. I just didn't want to let this comment slide by without protest.
A frozen (or shocked) enemy wont get hit by all the explosions like they do if you use a combuster. I personally enjoy my voltedge, but to each their own i suppose.
So, what happens is that you use your glaceus charge attack on an enemy. It freezes on the first explosion, and gets rooted in place, so that it doesn't get hit by the other 4 explosions, so you get 600ish damage for the initial slash, + 200 for 1 explosion.
If you were using combuster, you get 600ish for the slash, + 200 per explosion, because an enemy will get hit by all 5 explosion, for much more damage overall.
EDIT: Voltedge is the middleman in this regard, as shock doesn't always cause enemies to stop moving, and applies a little bit of damage to the enemy per tick, versus fire causing more damage per tick and ice keeping the enemies in place.
A monster who gets shocked or frozen will stop moving, and therefore fails to "ride the wave" of explosions + knockback.
That said, the monster will stop moving because they are shocked or frozen: crowd control can be very valuable if you aren't just focused on maximizing damage. (...the explosions do additional damage, but not enough to allow an insta-kill)
Personally, I love my voltedge; shock doesn't perfectly immobilize enemies, but that allows enemies to be knocked back or shield bumped. When fighting mobs, that gives you more freedom than freeze, and reduces the number of situations where inflicting a status effect could get your teammates killed.
Also, if you're ok with a 4* sword- as I am- then the recipes required will cost 150 Krogmo Coins. That will still take time to acquire, but it's much more reasonable without the 5* sword recipe cost tacked on.
It's tricky. Frozen dudes will get less damage, but become an easier target for a second charge.
Combuster wins in terms of speed, Glacius is safer.

You get the most knockback with Combuster. It's only bad to use it on oilers when they are lit. Volcanic Pepperbox works just as well, Elemental damage for Combuster & Normal damage for Pepperbox.
I used to be the Fire-Blazed-Hot-Headed-Lizard, from that day I deleted my brandishes, I was re-birthed to that.

Combuster(general weapon), Acheron(general weapon), Electron Bomb(general weapon), Blitz Needle(took to undercity depths & FSC), Volcanic Pepperbox(general weapon), & a Toxic Needle I like to use on SL for Ice Queen.
Shockburst is an easy recipe to get and it saves 39K to go after that line than the other two brandish lines; however, if you don't play PvP often, go after Fireburst or something.
Well, my first 3* Weapon was a Shockburst Brandish, and I LOVE it. I've always loved anything shock themed anyway 8)
Also it doesn't cause shock on regular attacks so it's still safe to use around quicksilvers.
And yes, I play PvP whenever I can just so I can get all of the recipes for a Voltedge.
It's not a bad weapon, but you may consider a fireburst for easier to get recipes.
