There's no good or bad set. Everything is relative to the player and level.

Ice Queen and WHB will be decent in Wolver Dens. But not so great on a devilish drudgery for example.

Well, you're missing a shield. And WHB does rubbish damage without interrupt to all targets but beasts, where it does mediocre damage without interrupt. I'm going to assume you know how to even get Ice Queen in the first place. It's not spectacular, but not terrible.

Need some more detail...

It would be nice to know your play style to see if it's a good set for YOU. IMO, it's not that great. WHB isn't that great, but it does look cool. Ice queen armor is hard and expensive to get going though a shadow lair and all. Ash of Agni is fine, decent stand alone dps for a haze bomb. No shield? Very brave of you. This set really makes no sense, the weapons don't compliment each other and is really only good in a non fire wolver den, and there are better sets for that.

WHB isn't entirely useless; if you're a bomber and want to use one alongside your dark briar barrage, it can be good on a beast level... of course, if you're just starting out, you won't be needing it until you get reliable gear that you can use to fend yourself off with efficiently.
