If you're posting in the wrong subforum or otherwise breaking the rules, its more out of politeness that players tell you these things. They want a better forum, and I don't blame them; these boards are often not moderated to the extent that I would like to see them moderated at. While you are correct in that he is not an admin and as such cannot enforce the rules, he is also correct in that you're posting incorrectly.
