Why is there so much forum downtime? It's a little annoying.

Not computer, if all other sites are working and only forum sends false messages its forum servers (aka OOO) fault.
What OP writes about is propably those annoying false "Forum is under maintenance" screens that appear out of nowhere at random times mostly for people in EU, where in order to solve the problem you have to clear browser cache/cookies, restart your computer, purge DNS cache or restart router but sometimes even this wont help and you just pray for miracle.

By the way, praying for miracles is not what Devilites be careful about. Try keeping a Flourish near your computer.

I didn't experience any downtimes with the forums, not like the one we had recently.

Actually Technical issues are described as a place for client install and usage proglems while bug reports are described as a place for bug reports about game... noone cares for forum.
There isn't.
It's all in your head(aka your computer).
