Im looking to buy CE via cash/check, but when I looked how, it said "We cannot process any bills outside of US", but then it says "Dont send Cash, we have no way of processing it". Sorry if I'm dense, but if the second were true, the first wouldn't really be necessary to state, right? So is this a mistake, or am I just an idiot?

When they say cash, they mean

When they say cash, they mean physical currency. Bills outside the US means they don't barter in other nation's currencies. I'm not sure how Europe pays for stuff.

Just find some of those one-use credit cards and trade your cash in for one, buying virtual items with cash is very tedious and ineffective.

When it comes to this stuff, it's better to be overly specific, to avoid any problems or missunderstandings later.
