Where are all of the vendors selling Flamberge recipes?

Short story short, I've been trying to upgrade my new Flourish.
In the Wiki there's a recipe, but not a vendor listed who sells them.
I also spent a lot of time through Trade chat asking if anyone had a recipe.

Am I wasting my time? Was there even a release of a real, obtainable recipe after the recent update?
