...Basil page?
Recipes can be found in several places:
1) HoH (only for appropriate star-level recipes, all of which are sold bound, and excluding boss item upgrade recipes, Krogmo Coin recipes and Graviton recipes)
2) Basil in the Bazaar (random selection of 1* and 2* recipes, varying from day to day)
3) Auction House (often with an extra fee tacked on to the price, and not always available)
4) Basil in Mission Preparation Rooms (a selection of mission-appropriate recipes, which is fixed for each mission)
5) Basil in Clockwork Terminals (a random selection of appropriate star-level recipes)
6) Sullivan in Arcade (Krogmo recipes only).

You're going to need to venture into the Clockworks in general. Either that, or pay an exorbitant fee at the Auction House.
From Basil, the recipes you want will be at the t2 terminal, since they are 3* and 4*.
You may need to make numerous trips.

Since the recipes you want are highly popular amongst knights, if you buy in Auction House, you can expect to pay a large markup on the price. I have seen Kilowatt Pulsar recipes go for over 10k cr, despite the fact that the original price of purchase is only 4k cr. 4* items will have less of a markup, as they are somewhat more common (they're also obtainable at t3 Terminals).
