If you mean primal tokens, they drop from most treasure boxes at random. They're usually quite common in beast levels I've found.

You get those from Jelly
You get those from Jelly King, the boss of Tier 2. Currently the only gate leading to him is the Onyx Falcon gate.

Which gate goes to Jelly King changes every time the gates switch, but you are always guaranteed to have him in one gate out of the 4.
If you mean Almirian Seals, those are the ones that you get from Vanaduke. That boss from the bottom of Tier 3.
