As always, you can get ASI as an UV (or swiftstrike in pve), but there isnt a global damage UV. So go shadowsun.

but I think the general principles of gear selection apply. I concur with Sypsy and Juances in choosing Shadowsun. For PvE, Shadow is the most useful defence; for PvP, Pierce is more useful, but damage bonus trumps ASI.

Considering that a single shock max gunslinger hat is around 10-14k ce (a very broad range, but I don't know what the price would be today) another option is selling your hat for 20k-35k CE or even more. (I really don't know how much it is truly worth, just giving you some numbers to put it in perspective.)
If you PvE, you would probably make a shadowsun first (because general damage is better than ASI.). Even if you made this hat into something, I would say shadowsun, because then you could at least sell it in the future. (PVP uses shadowsun for the damage.)
When it comes to pve gunning, the uv's dont' matter a whole heck of a lot for the armors. Most of a players resource goes towards getting ASI on the guns.
