When I put on 3* armor, weapons and a 2* shield, I'm apparently in Tier 3 lockdown, what's going on with that?

This is because you have a loadout somewhere that is marked for PvP and has 4* gear in it. Unmark all of your loadouts so they don't have the two swords crossed and it will let you play in Tier 2. Its the games way of preventing people from going into a lower tier of Lockdown, then switching to Tier 3 gear and destroying everyone.
