Party Pack Question

If you redeem one of the codes that comes with the party pack, which of it's contents come unbound?
I am planning on finding someone who can gift me a starter pack and returning as many of it's contents as I can, to get the static flash. Also, does anyone know how much such a service would cost me?
iirc, out of the starter pack, the only thing that's unbound is the 7500 CE. The tanks, slots, weapon, shield, and artifact are all bound.
