I have a friend who only got a 2 star sword and gun with no star armor but he got clearance for tier 2

People can be truthfully mistaken.
Have you actually seen him start a T2 mission?
Have you actually seen his full inventory?
If he really does have clearance without having the required items, that's an amazing bug, and he should report it/post about it himself.

How exactly do you know he has T2 clearance? Just by seeing him in T2 or in a T2 mission does not necessarily mean he has the clearance. People can invite him into T2.
The only real way to know whether he has T2 clearance or not is to ask him to walk through the barrier located near Depth 8 (Moorcroft Manor). If he can successfully walk through the barrier in BOTH DIRECTIONS, then he has T2 clearance, otherwise, no.
If he can walk through it, then he had a full 2 star set (weapon, armor, helm, shield all included) sometime during his game-play and unlocked T2. He may not have it with him now, but he certainly had it at some point.
Once you gain the clearance, you do not need to wear 2 star armor to get in again. Once you get the clearance, you can walk into T2 with 0 star armor.

and i still remember him passing the 1st hall of heroes and when i asked him about how how pass
without the armor requirement he said even he doesnt know

Well, he must have had a 2* set when he passed that HoH.
He's just mistaken. He would have had 2* armour from missions, unless he vendored it--you get a free Cobalt set and Defender in 3-2.
Also, having access to T2 missions is not the same as having T2 Clockworks clearance. Sorry if my statement was misleading.

OOO linked mission clearance with clockworks clearance with, or a little while after, the introduction of missions. After you beat Snarby and pass the HoH, you unlock T2 everywhere.

Either way, you're making it sound like him gaining T2 clearance without your knowledge is such a great insult to you that you absolutely have to get to the bottom of it. It's not that difficult to gain T2 clearance - just use 2 days worth of mist energy to craft the helm + armor + shield + weapon and poof, T2 clearance.

By the time you beat the
By the time you beat the Snarby Mission you will have a full set of Tier 2 Cobalt gear and you get Tier 2 Clockworks Clearance.
I said this pretty much the day Missions came out, you don't even need to do the Clockworks to get Clearance anymore, they're entirely obsolete.

That's impossible. You can't even reach that HoH mission without first completing the mission that gives you free (bound) 2* Cobalt armour and helm.
