Considering that the wolver tail accessory looks exactly like the tails on the actual creature (duh, everybody knows what they look like >_>) I think they should be an unltra rare drop from them. Volcanic from the firey wolvers, regal from the regular yellow kind, divine from snowy, etc.

Accessories never drop from the Clockworks.
The last thread that asked for having accessories obtainable outside of crates/boxes, auction, or energy promotions was deleted for being too justified as a material sink and making crates/boxes more appealing so people would want to buy them for higher priced accessories because only a few cheap styles and kinds of accessories were craftable.
